Iowa instruction permit for drivers under 18

Iowa's graduated driver licensing system begins with an instruction permit at age 14, then an intermediate license from age 16 and a full license from age 17 after the required experience periods.

Instruction permit from age 14

A minor must pass the knowledge and vision tests, provide the required documents and have parent or guardian consent. Driving is allowed only with qualifying adult supervision.

Intermediate license from age 16

To qualify, Iowa requires an approved driver education course, a valid instruction permit for a total of 12 months and the applicable clean-record requirements. Iowa's supervised-driving program requires at least 20 hours before the intermediate license, including two hours between sunset and sunrise.

Full license from age 17

A full license is available at age 17 after holding the intermediate license for at least 12 consecutive months, meeting the clean-record requirements and completing 10 additional supervised hours, including two hours between sunset and sunrise.

First Iowa driver license for adults

An adult who has never been licensed in any U.S. state or territory must complete Iowa's document, knowledge, vision and driving-test requirements for a first driver license.

Start with your documents

Iowa requires proof of identity, lawful status or presence, Social Security information when applicable and two documents showing current Iowa residence. Use the DOT checklist before scheduling.

Complete knowledge, vision and driving tests

Iowa DOT says first-time adult drivers who have never been licensed in any U.S. state or territory must take the driving test. The applicable operator knowledge test and vision screening are part of the first-license process as well.

Iowa DOT states that you need an instruction permit to practice driving. The Class C instruction permit costs $6 and is issued for four years.

Appointments and office visits

Iowa launched a statewide scheduling system in January 2026 connecting DOT service centers and participating county treasurer offices. Iowa DOT recommends appointments, although walk-ins are generally welcome at DOT locations.

Use the statewide scheduler

The 2026 scheduler lets customers start with the service they need and compare eligible locations. Participating county treasurer offices are integrated with Iowa DOT service centers, though local availability can differ.

Knowledge tests can be taken in several ways

For an under-18 instruction permit, Iowa DOT allows the knowledge test at a DMV or participating county treasurer office, at home with an approved parent proctor, or at a participating school through Skip the Trip.

Drive tests need to be scheduled

If Iowa requires you to take a drive test, use the DOT drive-test scheduling link and bring a qualifying vehicle with current registration and insurance.

After the permit: prepare for the road test

Iowa requires a driving test for first-time adult applicants who have never been licensed in any U.S. state or territory, while many under-18 drivers who complete approved driver education can be exempt unless a test is specifically required.

Who must take the driving test

Iowa DOT requires the test for adults who have never held a license in a U.S. state or territory and in several other situations such as a license expired or invalid for at least a year, certain medical or restriction cases, court orders or re-examination after certain crashes.

Your vehicle is inspected first

The test vehicle must be legal and safe. Iowa checks items such as plates, registration, insurance, horn, turn signals, mirrors, doors, seat belts, brake lights and weather-dependent lights and wipers.

What Iowa looks for on the road

The examiner watches how you obey signs and signals, observe your surroundings, steer, accelerate, stop, choose lanes, signal, maintain safe distance and adjust speed. Iowa DOT currently says parallel parking is not required on the drive test.
