An adult who has never been licensed in any U.S. state or territory must complete Iowa's document, knowledge, vision and driving-test requirements for a first driver license.

Start with your documents
Iowa requires proof of identity, lawful status or presence, Social Security information when applicable and two documents showing current Iowa residence. Use the DOT checklist before scheduling.
Complete knowledge, vision and driving tests
Iowa DOT says first-time adult drivers who have never been licensed in any U.S. state or territory must take the driving test. The applicable operator knowledge test and vision screening are part of the first-license process as well.
Use an instruction permit if you need to practice
Iowa DOT states that you need an instruction permit to practice driving. The Class C instruction permit costs $6 and is issued for four years.
