Iowa instruction permit and first-license requirements
An Iowa Class C instruction permit requires the applicable identification documents plus the knowledge and vision tests. Drivers under 18 follow Iowa's graduated driver licensing system, while first-time adults follow the standard license testing process.

The Iowa first-license path
- Study the current Iowa Driver's Manual.
- Gather acceptable identity, lawful-status, Social Security and Iowa-residency documents.
- Pass the applicable operator knowledge test and vision screening.
- Obtain an instruction permit if you need to practice driving.
- Complete the age-specific supervised driving or driver-education requirements.
- Pass a driving test when Iowa DOT requires one and pay the applicable license fee.
Drivers under 18 use the GDL system
Iowa's under-18 system has three main stages: instruction permit, intermediate license and full license. The instruction permit can begin at age 14. The intermediate license can begin at age 16 after the required education, permit time and supervised driving.
First-time adult drivers still take the tests
Iowa DOT says an adult who has never been licensed in any U.S. state or territory is required to take a driving test. First-time applicants also complete the applicable knowledge and vision testing and document requirements.
