Ohio temporary-permit rules for drivers under 18
A minor can begin Ohio's TIPIC process at age 15 years and 6 months. Before the probationary driver license, the teen must complete approved driver education, 50 hours of supervised driving, and hold the TIPIC for at least six months.
A responsible adult co-signs for the TIPIC
For a minor, the responsible person must present identification and co-sign the TIPIC application. The teen must carry the TIPIC while driving.
Supervision changes at age 16
Under age 16, the passenger-seat supervisor must be a parent, guardian or licensed driving instructor. At age 16 or older, a valid licensed driver over 21 may supervise, except from midnight to 6 a.m. when Ohio's more specific parent/guardian/custodian or notarized-designee rule applies.
Driver education plus 50 supervised hours
Before the probationary license, a teen completes 24 hours of classroom or online driver education and 8 hours of driving instruction, plus 50 supervised practice hours including at least 10 at night. The TIPIC must be held for at least six months before the Driving and Skills Test.
Ohio first driver license for applicants age 18 and older
Ohio now has different first-license paths for ages 18–20 and applicants over 21. Ages 18–20 complete Class D driver education and 50 supervised practice hours; applicants over 21 can proceed through the TIPIC and skills-test process without that standard pre-test requirement.
Ages 18 through 20: driver education and 50 hours
Before a first license, Ohio requires a Class D driver-education course with 24 hours of classroom or online instruction and 8 hours of driving, followed by 50 hours of supervised practice with an eligible adult, including at least 10 hours at night.
Over 21: TIPIC, practice and skills test
An applicant over 21 may take the knowledge test online or in person and obtain a TIPIC. During practice, supervision must come from a validly licensed motorist aged 21 or above. When ready, the applicant schedules the Driving and Skills Test.
A first failed practical attempt can trigger adult training
For a first-license applicant age 21 or older, failing the first road or maneuverability attempt requires an abbreviated adult driver training course before a second attempt unless the applicant completed a qualifying driver-training course in the prior 12 months.
Appointments and office visits
Ohio separates testing from credential issuance. The knowledge test may be available online or at approved in-person sites; the Driving and Skills Test is scheduled through BMV Online Services; TIPIC and driver-license issuance is handled by deputy registrar license agencies.
Choose online or in-person knowledge testing
Ohio BMV offers online knowledge testing and in-person testing at driver exam stations and selected deputy registrar locations. If you test online, the vision screening is completed when you purchase the TIPIC at a deputy registrar.
Schedule the Driving and Skills Test online
After all age-specific training requirements are complete, use BMV Online Services and the Schedule a Driving or Skills Test option. Bring the TIPIC, required affidavits/certificates for your age, and a vehicle in good condition.
Buy the TIPIC or license at a deputy registrar
Temporary permits and probationary or full driver licenses are issued through deputy registrar license agencies. Confirm the specific service and location before traveling because testing and issuance services are not identical at every site.
Ohio BMV office and testing locations
Ohio uses different location types for testing and credential issuance. Driver exam stations and selected deputy registrars handle knowledge testing; driving and skills tests are scheduled through BMV Online Services; deputy registrar license agencies issue TIPICs and driver licenses.

Ohio's practical exam has two parts: driving and maneuverability. The applicant presents a TIPIC, any required BMV 5791 affidavit, and a vehicle in good condition; the vehicle is inspected before testing begins.
What to bring
- Your valid TIPIC.
- Completed BMV 5791 Fifty-Hour Affidavit if required because of age or credential type.
- Driver-education certificate when required and not electronically verified.
- A vehicle in good condition for the test.
The road-driving portion
Ohio BMV says the driving portion includes starting and stopping, turning around and backing, turns, use of turn signals, correct lane position and maintaining a safe following distance.
The maneuverability portion
The maneuverability test requires driving forward through a marked box around a center marker, then backing through the markers. Bumping or mispositioning can cost points; running over or knocking down a marker is an immediate failure.
