New York learner permit for teens
New York allows a learner-permit application from age 16. Applicants age 16 or 17 generally need parental consent, and junior drivers follow additional supervision, passenger and regional restrictions.

Applying at age 16 or 17
NY DMV's current application guide says you must be at least 16 to apply for a learner permit. A 16- or 17-year-old generally needs parental consent, with a specific exception for a 17-year-old who already has the qualifying Driver Education Certificate of Completion.
The permit application still requires the normal identity, residence, vision and knowledge-test steps.
Junior drivers have extra restrictions
All permit holders need a supervising driver age 21 or older with a license valid for the vehicle. Junior drivers also have passenger and regional restrictions, and some rules differ in New York City, Long Island and upstate New York.
Do not use a single statewide summary as a substitute for the DMV's regional restriction pages when deciding where and when a teen may practice.
The six-month junior-permit period
NY DMV requires a junior permit holder to have six months of valid permit status before taking the road test. At the test, a 16- or 17-year-old must provide the required supervised-driving certification.
