New York permit test format and passing score
The New York learner-permit written test has 20 questions. You must answer at least 14 correctly, and at least 2 of the 4 road-sign questions must be correct.

New York has two passing conditions
Getting 14 of 20 questions right is not enough by itself if you miss too many sign questions. NY DMV also requires at least two correct answers from the four road-sign questions in the exam.
Treat road signs as a separate pass condition during study rather than leaving them for the end.
What to study
The New York Driver's Manual says the written exam covers traffic rules, safe-driving judgment, signs, and the state's alcohol- and drug-related driving laws. For Class D, DJ and E permits, the DMV identifies Chapters 4 through 11 as the main written-test material.
Use the DMV quizzes as a checkpoint
NY DMV publishes chapter quizzes and road-sign practice. Use those after reading the manual, then switch to mixed practice so the topic is not obvious before you read the question.
