Adults still start with a learner permit
New York's permit process is not only for teenagers. A first-time adult applicant chooses the credential type, provides the required proofs, passes the vision and knowledge requirements and receives a learner permit before the road-test stage.
The junior-driver rules fall away at 18, but the general learner-permit restrictions still apply.
General learner restrictions still matter
NY DMV requires a permit holder to practice with a supervising driver age 21 or older who is licensed for the vehicle being driven. The state also prohibits permit driving in specific locations such as designated park streets, certain bridges, tunnels and road-test areas.
Complete the pre-licensing step before the road test
A first-time Class D applicant must complete the required pre-licensing or qualifying driver-education step before scheduling the road test. Prepare the permit, course proof and test vehicle before booking.
