West Virginia Level 1 permit for teens
West Virginia uses three GDL levels to expand teen driving privileges gradually.
- 15Level 1 minimum age
- 5am–10pmLevel 1 driving time
- 50 / 10practice hours / night for Level 2
Level 1: supervised only
A licensed driver age 21+ must be in the front seat, and the teen may drive only from 5 a.m. to 10 p.m.
Level 1 limits non-family passengers
The GDL brochure allows no more than two additional non-family passengers besides the supervising adult.
Level 2 requires experience and a clean period
The applicant needs at least 180 consecutive conviction-free days at Level 1 and either 50 certified hours including 10 at night or qualifying driver education, plus the road-skills requirement.
