West Virginia learner-permit requirements
West Virginia's teen Graduated Driver Licensing system begins with a Level 1 Instruction Permit.
- 15minimum Level 1 age
- 21+supervising licensed adult
- 180 daysconviction-free before Level 2
Core Level 1 steps
- Study the current Driver's Licensing Handbook.
- Prepare identity, Social Security and West Virginia residency documents and required school eligibility paperwork.
- Obtain parent or legal-guardian consent when under 18.
- Pass the written knowledge test and vision screening, then practice under Level 1 restrictions.
A licensed adult 21+ must supervise
Level 1 requires the supervising licensed adult in the front seat.
Level 1 driving is limited to 5 a.m.–10 p.m.
The GDL materials impose a daytime/evening window even while the teen is supervised.
