North Carolina learner permit requirements
North Carolina issues graduated permits to drivers ages 15–17 and learner permits to new drivers age 18 or older. Teen Level 1 applicants must complete approved driver education; adults follow the learner-permit path described by NCDMV.

The first-permit path
- Study the current NCDMV Driver Handbook and traffic-sign material.
- Prepare the documents required for your age and credential type.
- Complete the required vision, traffic-sign and knowledge tests at a driver license office.
- Follow the supervision, training and road-test steps that apply to your age before moving to the next license.
Important October 1, 2026 change for teen applicants
NCDMV states that the Driving Eligibility Certificate requirement was eliminated effective October 1, 2026. A teen Level 1 applicant still needs to be 15–17 and have a Driver's Education Certificate from an approved course.
Adults use a different learner-permit path
NCDMV states that learner permits are available to new drivers age 18 or older. The regular handbook describes vision, sign and knowledge testing for a learner permit.
