First-time adult applicants use the normal MVD testing route, but New Mexico adds a special DWI-awareness requirement for ages 18–24.

New Mexico requires the applicable written and road exams for a first-time state driver license unless a stated exemption applies.
Ages 18–24: complete None for the Road
First-time license applicants in this age range must present the completion certificate for the state-required DWI awareness course.
Age 25+ has a narrower DWI-course trigger
For a first-time applicant age 25 or older, the additional DWI education requirement applies when the applicant has a DWI conviction.
