Minnesota's Class D instruction permit is the legal practice credential before the first license. Teens and adults share the vision, written-test and document steps, while driver-education and waiting-period rules depend on age.

Core permit steps
- Meet the age and driver-education requirements that apply to you.
- Complete the pre-application and schedule the Class D written test.
- Bring the required identity documents and Social Security information when applicable.
- Pass vision and written testing and pay the permit fee.
Under 18 adds driver education
The current manual requires classroom instruction and enrollment in behind-the-wheel training, or the approved concurrent-course alternative, before a minor receives the permit.
Road-test waiting period depends on age
The manual describes a six-month practice period for younger applicants and a three-month period for applicants age 19 or older before the road test.
