Maryland learner's permit and first-license requirements
Maryland's learner's permit is the first step in the Rookie Driver program. You must be at least 15 years and 9 months old, bring the required documents, make an appointment, and pass the vision screening and Class C knowledge test.

The Maryland first-license path
- Study the current Maryland Driver's Manual and official MVA tutorial.
- Complete the pre-application and schedule a full-service MVA appointment.
- Bring the required identity, Social Security and Maryland-residency documents.
- Pass the vision screening and Class C knowledge test.
- Complete the driver-education and supervised-practice requirements for your age.
- Pass the behind-the-wheel skills test and receive the provisional license.
You need a permit before behind-the-wheel training
Maryland says you must have a valid learner's permit before you start behind-the-wheel driver education or drive on Maryland roads.
The provisional-license timing changes with age
The permit holding period and supervised-practice requirements depend on age and, for younger applicants, education status. Drivers age 25 or older use a shorter permit period and lower supervised-hour requirement than younger Rookie Driver applicants.
