Maryland learner's permit and driver license fees

Maryland currently lists a non-CDL Type I (GLS) learner's permit at $65 for applicants with no previous license. The fee includes conversion to the full license. A Type II permit for currently or previously licensed drivers is $45.

Type I GLS learner's permit

The MVA fee schedule effective September 1, 2025 lists the non-CDL Type I (GLS) learner's permit at $65 for applicants with no previous license. The MVA says this includes conversion to the full license.

Type II learner's permit

The non-CDL Type II permit is listed at $45 for drivers who are currently or were previously licensed.

New license fees are age-based

Maryland currently lists a new noncommercial license under age 21 at $11 per year and a new license age 21 or older at $88 for the standard eight-year term, subject to prorating and limited-term credential rules.
