Use PennDOT's current manual as the source of truth

PennDOT provides the manual online, as a full PDF, as audio and in many translated editions. For the Class C knowledge test, use the current PennDOT version rather than an old copy saved from another site.

The manual's Chapter 1 explains licensing and testing. Chapter 2 covers signals, signs and pavement markings; Chapter 3 covers driving skills and safe driving; Chapters 4 and 5 cover driving records and Pennsylvania laws.
