Hawaii offers the learner-permit written knowledge test online statewide. The home test requires a desktop or laptop, internet access and a functioning webcam; phones and tablets cannot be used for identity-verification reasons.

Follow the legal practice rules

A minor must hold the instruction permit 180 days before applying for a provisional license, which begins at age 16. State-certified driver education and the road test are required; from 11 p.m. to 5 a.m. a permit holder under 18 must be accompanied by a parent or guardian.
