Florida learner license requirements

Florida's learner-license rules changed in 2025, so use current law and FLHSMV sources rather than an old checklist. A learner's license can be issued from age 15 after the required education and examinations; applicants under 18 have additional consent and graduated-licensing rules.

What Florida requires for a learner's license

Florida Statutes section 322.1615 allows a learner's driver license from age 15. The applicant must pass the written learner-license examination, pass the vision and hearing examination, complete a driver-education course approved by the department that meets or exceeds the state classroom course description, and satisfy the other licensing requirements.

That education rule is important because older Florida materials may still refer to the previous TLSAE-only route for teenagers. For a new application, use the current statute and current FLHSMV instructions rather than relying on an older saved handbook page.

  • Pass the learner-license written knowledge examination.
  • Pass the required vision and hearing examination.
  • Bring the identity, Social Security and Florida-residency evidence that applies to you.
  • If you are under 18 and not emancipated by marriage, complete the required parent or guardian consent.

Rules after Florida issues the learner's license

A learner driver needs a supervising licensed driver age 21 or older seated beside them in the nearest seat. Florida law limits a new learner to daylight driving; after three months, the learner may drive until 10 p.m.

For a driver under 18 moving from the learner stage to a full Class E license, Florida law generally requires holding the learner license for at least 12 months and certification of at least 50 hours of supervised driving, including at least 10 hours at night, subject to the state's conviction and school-attendance rules.
