FLHSMV calls this PDF Florida's official driving handbook and presents it as study material for both the Class E written exam and the on-road skills assessment, as well as a general safe-driving reference. The copy currently served by FLHSMV shows revision 08/2023.

What to study for the Florida knowledge exam

Build your first pass around the rules that require quick decisions: traffic signs and signals, right-of-way, speed and following distance, turning and passing, school and emergency situations, impaired or distracted driving, and sharing the road. Then review Florida-specific licensing and safety rules.

• Learn signs by meaning, shape and driving response instead of memorizing only pictures.
• For right-of-way questions, identify who must yield before deciding who moves first.
• Turn numbers such as distances or age-related requirements into short flashcards and verify them in the handbook.
• When a practice answer surprises you, go back to the official section instead of memorizing the answer alone.

A simple Florida study plan

On the first pass, read for understanding and mark weak topics. On the second pass, practice those topics in short sessions. Before test day, do mixed practice and revisit only the handbook sections connected to mistakes. This is faster than repeatedly rereading the whole document.
