Virginia learner's permit requirements
You must be at least 15 years and 6 months old to apply for a Virginia learner's permit. The DMV application process combines documents and fees with a vision screening and two-part knowledge exam.

The Virginia permit path
- Complete the Virginia driver's license application.
- Bring the required identity, legal-presence, Virginia-residency and Social Security documentation.
- Pay the learner-permit fee plus the applicable driver-license cost.
- Pass the vision screening and two-part knowledge exam.
- Practice under learner-permit supervision rules and complete the age-specific path to licensing.
Under 18
A parent or legal guardian must provide written consent unless the applicant is an emancipated minor. A state-approved driver education program is required before licensing.
Rules change January 1, 2027
Virginia has published a new age-based first-license framework effective January 1, 2027. Applicants whose licensing timeline crosses that date should use the current DMV eligibility page.
