District of Columbia learner and first-license requirements
DC learner permits begin at age 16. A learner permit allows driving only from 6 a.m. to 9 p.m.; U.S.-citizen REAL ID learner permits are valid for two years and non-renewable.

Start with the correct age and license stage
DC learner permits begin at age 16. A learner permit allows driving only from 6 a.m. to 9 p.m.; U.S.-citizen REAL ID learner permits are valid for two years and non-renewable.
Complete the required testing
DC DMV knowledge testing covers traffic laws, signs and driving-safety rules. The GRAD/learner-permit knowledge test has a 75-minute time limit and can be taken at service centers or, for eligible applicants, through virtual/proctor options.
Follow the legal practice rules
Drivers under 21 enter the GRAD program. Moving from learner permit to provisional license generally requires holding the permit at least six months and certifying 40 hours of practice, then passing the road skills test. GRAD restrictions continue through later stages.
