Delaware's adult learner-permit path and teen Level One GDL path use different steps, but both begin with the state's identity and testing requirements.

Core application steps
- Study the current Delaware Driver Manual.
- Bring the required identity, legal-presence, Social Security and residency documents for your situation.
- Complete the vision and knowledge requirements that apply to your path.
- Practice under permit or GDL restrictions before the road test or next stage.
Teen Level One starts at 16
Teen applicants must meet Delaware's driver-education and sponsor requirements before entering the Level One GDL program.
Adult learner permits use Class D testing
After the eye screening and knowledge exam, a Class D learner permit is issued for the applicable permit period.
